Cedar-14 and Heroku-16 Stack Images Updated

We’ve updated the Cedar-14 and Heroku-16 stack images. This update adds the optional https transport for the included Apt package manager, allowing the use of https package repositories with the Apt buildpack and with custom buildpacks that invoke Apt.
