New pg:backups captures incompatible with old versions of pg_restore

New Postgres binaries of pg_dump and pg_restore are now being using for pg:backups. These new binaries are to address the CVE-2018-1058 security vulnerability.

Old versions of pg_restore will refuse to process backup files captured with pg:backups after March 1 2018. Please make sure that you are using the latest Postgres version, which must be higher than the latest release. (10.3, 9.6.8, 9.5.12, 9.4.17, and 9.3.22).
