Heroku Postgres Credentials now Generally Available

Heroku Postgres Credentials enables developers to create new users and different access permissions within Heroku Postgres. The credentials can be tied back to applications within Heroku Apps and config vars. Credentials is available to non-legacy production plans (Standard, Premium, Private, Shield) running Postgres 9.6 or above.
