Ruby applications now use Bundler v1.15.1

The Ruby Buildpack now includes Bundler 1.15.1, which includes numerous features, performance improvements, and bugfixes. View notable changes in the CHANGELOG.

There is one known issue introduced by a bugfix in bundler.
