Heroku CLI v6 in GA for Windows users

Change effective on 16 June 2017

The newest version of the Heroku CLI removes the last of our Go-based core and uses the new CLI Engine. V6 has been released to Windows users in a phased rollout, following the recent GA for macOS and Linux users. Customers should experience no changes to their CLI experience.
