Heroku Postgres bytea_output set to 'escape'

Change effective on 30 August 2012

The bytea_output setting for all new Heroku Postgres databases is set to 'escape' by default, ensuring backward compatibility with prior versions of postgres, and applications using older versions of a postgres client.
