Heroku-16 becomes default stack Monday May 8, 2017

Change effective on 25 April 2017

Recently the Heroku-16 stack became generally available. On Monday 5/8/17, newly created apps will use Heroku-16 by default. Current applications running on Cedar-14 will be unaffected; to use Heroku-16, you’ll have to test and migrate your app manually.
