Heroku Postgres hobby databases default to hex bytea_output

Change effective on 23 June 2016

The ‘bytea_output’ Postgres setting, which controls how the 'bytea’ data type is represented in query output, will now default to 'hex’ for new Heroku Postgres 'hobby-dev’ and 'hobby-basic’ databases (other database plans already used 'hex’). Applications that rely on the old 'escape’ encoding should set the parameter explicitly.
