Heroku CLI v2.28.4 released with bug fixes and performance improvements.

A new version of the Heroku CLI is available with bug fixes and performance improvements.

Fixes new Mac toolbelt install to properly report ‘heroku-toolbelt’ in user-agent instead of 'heroku-gem’.

Performance is now improved for many commands by deferring the load of expensive files.
