WAR deployment now expands archive file by default

Heroku’s support for WAR file deployment with the latest versions of the Toolbelt plugin and Maven plugin now add the --expand-war option to Tomcat webapp-runner by default. This option can be overridden by setting the WEBAPP_RUNNER_OPTS configuration variable.
