Heroku Postgres data size enforcement on Forks and Followers

When creating a follower or fork of a Heroku Postgres database, the new database is required to accommodate the data volume of the master database. If an attempt is made to create a database that cannot accommodate the data volume, the database will not be created and an error message will indicate the minimum plan needed.
