Scala support improves build time and slug size

Change effective on 18 August 2014

Heroku Scala support will now prime the sbt dependency cache before building an application for the first time. This will reduce the overall build time for both Play and standard sbt applications. Standard sbt applications will also see a reduction in slug sizes as the dependency cache is no longer included in the slug.
