Install PostgreSQL extensions on any schema for new Heroku Postgres databases

You can now install extensions on any schema on all new Heroku Postgres databases. The default schema is public. For existing non-Essential databases, use the Data Labs feature to install extensions in a schema other than heroku_ext. If your review apps expect extensions in the heroku_ext schema, ensure that they install extensions in the desired schema.
