'heroku addons:upgrade' command update

Change effective on 07 November 2022

You can now use the heroku addons:upgrade CLI command to change a Heroku Postgres database on the Essential tier (Hobby-Dev, Hobby-Basic, Mini and Basic) to another plan within that tier. Previously, only the pg:copy method worked to change plans on Essential-tier databases. Learn more about methods for changing your Postgres plan here.
