Composer 2.3 and 2.2 LTS support

Composer 2.3 (version 2.3.3) is now supported for PHP applications.
The Long Term Support release series, Composer 2.2, will remain supported in parallel to the latest 2.x release series, and has been updated to 2.2.11
Any application with a lock file generated by Composer 2.0, 2.1 or 2.2 will continue to use Composer 2.2 for the installation of dependencies to ensure correct operation of existing plugins or scripts.
Composer 2.2 will also be used in case the version of PHP selected for the application is not compatible with a newer release series of Composer; Composer 2.3 currently requires PHP 7.2.5 or later.
