Postgres Backups Restore over HTTP is now unsupported

Change effective on 09 November 2020

To help keep your data secure, the Heroku command heroku pg:backups:restore no longer supports plaintext URLs over HTTP. Passing an HTTP URL to the command will now return an error. See PGBackups Restoring Backups for more information.
