PHP web server, runtimes and extensions update

The following new runtime versions are now available for PHP applications:

The following PHP extensions have been added or updated:

ext-newrelic, version 7.6.0.201 -
ext-phalcon, version 3.2.4
The libcassandra library used by ext-cassandra has been updated to version 2.7.1; the librdkafka library used by ext-rdkafka has been updated to version 0.11.1.
The Apache HTTPD web server has been updated to version 2.4.29.
