Ruby Buildpack updates Ruby 1.9.3 to patchlevel p286

Change effective on 13 October 2012

The ruby buildpack has upgraded its Ruby 1.9.3 patchlevel from 194 to 286. This means on the next deploy your app will get a new updated ruby. This release is important because it includes security fixes, so we wanted to get it out there as soon as possible. Please see the release announcement for more info.
