Improved flexibility in Threshold Autoscaling range settings

Previously when setting Threshold Autoscaling dyno count ranges one was restricted to range that included the current dyno count. For example, if your current count was 2 you could not set the range as 3 to 5 without first manually adjusting the current count. Now you can set the range outside of your current dyno count. Upon confirming the setting change the current dyno count will adjust to be within the range. For more information on Threshold Autoscaling see our Dev Center documentation.
