Heroku Postgres RC4 cipher suite deprecated

Heroku Postgres is ending support for RC4 ciphers. SSLv3 encrypted connections using RC4 ciphers are open to plaintext recovery attacks. All newly provisioned Heroku Postgres databases will have the RC4 cipher removed. Currently provisioned databases will continue to operate as-is, although they will be upgraded during the normal course of database maintenance or general system upgrades. Customers should upgrade their databases at their earliest convenience.
