Autoscaling now more responsive to traffic lulls

We’ve optimized the Autoscaling algorithm to scale down more rapidly when traffic dips. If there is no request throughput for at least 3 minutes, dynos will be scaled down at 1 minute intervals until traffic resumes. More information on Autoscaling is available in Dev Center.
